The only way to get them to bite is to have them accidentally eat a bait as you are fishing for bluegills. They are filter feeders, feeding on phytoplankton, just like Asian Carp. The Asian Carp are direct competitors for their food sources. So, their population will take a nose dive when Asian Carp infiltrate the river system there.

Are they allowed to keep the eggs if the fish have any?
Saw a show once where all fish snagged during the short season had to be cleaned at special fish cleaning stations and any eggs had to surrendered.

Excellent eating. Eggs may not leave the state. These are the same fish as the Spoonbilled Catfish? I recall that down in Kentucky snagging was the only way to catch them. They did have restrictions on how many treble hooks one could use on a line. Most the fishermen used larger salt water rigs or taped broomsticks to their rods to stiffen them. That was because they were doing that below one of the Kentucky Lake dams in turbulent waters. As I recall it - I’ve slept since then. 😉 .

They are not in the catfish family. They are in the same class and order as Sturgeons, but not the same family. They are Much closer to Sturgeons than they are to catfish. They don't have bones, like catfish, they have cartilage like sharks.
