Here is a link to the NRC meeting. The link to download comments on is in section 9. I did not do a tally but it looks like there were a lot more nos on the muzzle loader than yeses. The use of the .410 was mostly favorable. www.in.gov/nrc/2354.htm

It almost looks like the rules are already re-written ......

With it re-written it will just serve as more confusion and illegal usage of a non-muzzleloader during muzzleloader season because it is being marketed as a muzzleloader.
