Probably nothing they can or will do about it. The authors of this bill should hear from every deer hunter.. Maybe next session they can clarify it further and mess it up more? . I don't hunt public ground, but I've already sent emails to my representatives, the DNR and the Governor. I was polite and explained the snafu in the hunting guide and asked if anything could be done on an emergency basis. Will it help? I doubt it will for this season, but sitting on your hands doing nothing surely won't help. Please post what you sent and who you sent it to. I can mass email all members. *Maybe* if enough folks send in they will do something about it.

There's still no definite answer but odds are for this year anyway that it'll be NO RIFLES except MAYBE muzzle loaders. Hello,
There is currently a lot of confusion regarding the interpretation of the current written laws on Center Fire and High-Powered Rifles regarding their use on Public Land. Before the introduction of "High-Powered" rifles, all rifles that met the PCR (Pistol Cartridge Rifle) rules of 1.16-1.80 inch case length and a minimum bullet diameter of 0.357 inches were legal to use on public and private land.
The E-Regulations and the already-printed Hunting Guides for 2017-18 show that PCR's are now classified as "Centerfire Rifles" and that they are legal on public and private land just as they were in previous seasons. See inset from Hunting Guide below.
Centerfire Rifles Rifles chambered for cartridges that fire a bullet of .357-inch diameter or larger, have a minimum case length of 1.16 inches, and have a maximum case length of 1.8 inches are legal to use only during the deer firearms, youth, reduction zones from Nov. 18-Jan. 31 (in zones where local ordinances allow the use of a firearm), and special antlerless seasons. These rifle cartridges can be used on public and private land.
The wording of and intent of HB1415 regarding IC 14-22-2-8 is being questioned. This has resulted in the DNR responding to the questions as shown below.
The Department of Natural Resources has received numerous questions regarding recent legislation that legalizes certain rifles for deer hunting beginning in November of 2017. Most questions have to do with calibers and cartridges allowed under the new law.
House Enrolled Act 1415 that was passed earlier this year by the Indiana General Assembly (state legislators) and signed by the Governor allows some additional rifle cartridges to be used on private land during the deer firearms season, but removed the ability for any rifle to be used on public land for deer hunting….All the cartridges that were legal in recent years are legal now only on private land, even though the DNR has allowed them in years past on public land.
It was my and many other hunter’s understanding that the changes made to IC 14-22-2-8 between HB1231 and HB1415 were intended only to expand legal rifles for private land only use to any rifle 0.243 diameter and larger with a case length between 1.16 and 3.0 inches; therefore, making all of the popular “high-powered” rifle rounds legal for private land. It was also our understanding that the intent of HB1415 was NOT to supersede any of the already existing rules and regulations regarding PCR’s and their allowed use.
With regulations and hunting guides already published to the public that contradict the DNR’s current stance on the changes made by HB1415 to IC 14-22-2-8, I believe it would be in the best interest of everyone for the Director of Natural Resources to initiate an Emergency Order that for the current 2017-18 season the already published rules regarding legal firearms for deer hunting be followed.
Furthermore, I believe that the intent of HB1415 needs to be further reviewed by the legislator and DNR so that in future seasons everyone is clear well before season about what is legal.
Also, I would like to express my personal opinion regarding the situation. The use of PCR’s on public land has expanded the firearm selection for the average hunter. This classification of rifles offers substantially less recoil with lethal ranges comparable to shotguns and muzzleloaders. These PCR’s have become a staple for hunters for the last 8+ years especially for many young, elderly, disabled and female hunters. It would be very unfortunate to lose these privileges due to a misunderstanding of the intent of HB1415.

Good thing modern inline muzzleloader rifles and not classified as centerfire muzzleloader rifles even through they seem to be the same as centerfire rifles. Muzzleloader manufactures are smarty than the average bear.
