This is copied from the information I received from Tippecanoe River State Park for this year’s state park hunt.
**Also, the recent rule change allowing additional high-powered rifle cartridges on private land do not apply to state park deer reduction hunts. Only firearms legal for deer hunting on public land in Indiana are allowed. Please review the 2017 – 2018 Indiana Hunting and Trapping Guide for current deer hunting regulations, including legal firearms.
Hunting Equipment: Any firearm legal for deer hunting on public ground under Indiana Hunting Regulations may be use during deer reduction hunts at Tippecanoe River State Park. The 2017 Indiana legislature passed a law making certain rifles legal for deer hunting on private ground. These rifles are not legal on public grounds and may NOT be used at Tippecanoe River State Park.
The underlined make it sound like there is still a separation of types of rifles. Center fire and High powered rifles.

Just talked to a huntin' buddy of mine that is a sheriff deputy to get a better understanding of the differentiation between IC and IAC codes. Basically, anything enforceable is under IC code. So if the IC code says that "rifles are only permitted on private land", then that is what the COs have to enforce. He said he wouldn't be surprised if there is a memo sent out soon to clarify which piece of code is going to be enforced.

Garanteed that 99% of hunters will go by what the Hunting Guide says, and the state park rule sheet we already got. Or there better be a sign at the safety meeting the week before saying what is or is not allowed. I have plenty, it wont matter to me what retarded rule they go with.

IC 14-22-2-8Deer hunting; permitted firearms; required report
Sec. 8. (a) This section applies to a hunting season beginning after June 30, 2016, and ending before January 1, 2020. (b) A hunter may use a rifle during the firearms season to hunt deer subject to the following: (1) The use of a rifle is permitted only on privately owned land. (2) The rifle must have a barrel length of at least sixteen (16) inches. (3) The rifle must be chambered for a cartridge that fires a bullet that is two hundred forty-three thousandths (.243) of an inch in diameter or larger. (4) The rifle must fire a cartridge that has a minimum case length of one and sixteen-hundredths (1.16) inches, but is no longer than three (3) inches. (5) A hunter may not possess more than ten (10) cartridges for the rifle while hunting deer under this section. (6) The rifle must meet any other requirements established by the department. (c) The use of a full metal jacketed bullet to hunt deer is unlawful. (d) The department shall report on the impact of the use of rifles to hunt deer under this section to the governor and, in an electronic format under IC 5-14-6, the general assembly before February 15, 2020. (e) This section expires June 30, 2020. As added by P.L.110-2016, SEC.1. Amended by P.L.195-2017, SEC.7.

Who authored it?
Lets put a form letter together and fill up their emails, mail boxes, phone lines and any other communications we can.
I already sent the govenor an email asking for emergency actions and asked to keep legislation out of DNR biz. May not matter but I think we owe to ourselves to yell and scream a d beat the bushes.

Maybe next session they can clarify it further and mess it up more? . I don't hunt public ground, but I've already sent emails to my representatives, the DNR and the Governor. I was polite and explained the snafu in the hunting guide and asked if anything could be done on an emergency basis. Will it help? I doubt it will for this season, but sitting on your hands doing nothing surely won't help.

You can only possess no more than ten (10) cartridges for the ANY rifle(PCR/HPR)now while hunting deer anywhere in the state per the IC code.
