Consideration of approval of revisions to the Natural Resources Commission’s nonrule policy document, Hunting, Fishing and Trapping License Fees (Information Bulletin #54); Administrative Cause No. 16-164D The Division of Fish and Wildlife (DFW) is requesting to increase the annual resident hunting license, fishing license and the hunting/fishing combo license fees by $5 per license type. This increase was suggested as part of a license analysis that was conducted by Southwick Associates in 2016. The annual fishing license and annual hunting license would cost $22 each and the resident hunting/fishing license combo would cost $30. The DFW is also requesting approval to increase the nonresident hunting license and fishing license fee by $10 for fishing and $20 for hunting. Just as the resident fees for these license types would be increased, so would the nonresident fees. Furthermore, Indiana’s license fees are substantially less than Kentucky, Michigan and Ohio, so this change brings Indiana into a consistent market value with our neighboring states. The DFW is also requesting to establish a three-year resident fishing license, hunting license, and hunting/fishing license combo. According to the Southwick survey of our resident hunters and anglers, over half of them would prefer a three to five year license to an annual license. The Division is proposing to offer these 3-year licenses at a 5% discount ($63 for the hunting and fishing, $87 combo). The sales of the deer license bundle continue to increase each year, and the DFW would like to give resident hunters the option of purchasing the deer license bundle and fall turkey license at the same time, instead of having to purchase these licenses separately. This combo license may also give deer hunters who wouldn’t normally hunt turkeys in the fall the opportunity to do so at a reduced rate. Approximately 3,500 fall turkey licenses are sold to residents each year. In addition, several years ago, the Indiana General Assembly authorized the issuance of discounted 10-year fishing, hunting, and hunting/fishing combo licenses for residents of Indiana, and the DFW is requesting to add this license type to be consistent with state law in IC 14-22-12-1.5. The DFW is proposing these license fee increases to be in effect for 2017 licenses, which become effective on April 1, 2017.
