After thinking about this for many miles of driving, I was thinking about what I do to make things simple and maybe help people buy exactly what they need. Here's my idea. What is yours?
1. Archery License (no Tag) $14.00 2. Firearms License (no Tag) $14.00 3 Muzzle Loader License(no Tag) $14.00
Any Combination of 2 (No Tag) (example: Archery and Firearm) $25.00
All Three (Archery, Firearm, and Muzzleloader) (No Tag) $35.00
Doe tag (can be used for any season and weapon ($10.00) First Buck Tag- Can be used for any season and weapon. button bucks count as first bucks ($25.00) Second Buck Tag- Can be used for any season and any weapon. Must have 4 scorable points(one inch) or a $20.00 non-trophy fee will be imposed. ($50.00)
I believe my system would; make things simpler, eliminate so many button bucks from being shot, give people a way to kill a second buck without killing more 1.5 year olds. Save meat hunters a lot of money, Encourage people to check in their own does instead of having one of their buddies do it because he has a life time license.

Talking Licenses only, no season adjustments: Buck tag (any legal method during any legal season) $35.00 - Antler restrictions Doe tag (s) current pricing - Any legal method during any legal season EAB purchase a second buck tag after harvest of 2 does $55.00 Leave youth license alone and lift the antler restriction.
I like your system as well, but I think EAB (Earn a Buck) should be tied to the second buck tag.

It might be simple to you but it confuses me. One thing I would do is do away with writing out your kill tag on a piece of paper (I hear of alot of guys that cheat this way) second I would do away with landowner tags ( and yes my family are landowners). I would like to go back to a 2 BUCK a year program. These are just my opinions.

Leave the costs where they are, after all the DNR needs revenue to operate and besides, most hunters don't kill over 2 deer a season.

Doe Permit $15 each any season any legal weapon
Buck Permit $35
Earn a buck (with the tagging of 1 doe killed anytime before extra buck tag purchased ie. kill doe Oct 1st you are eligible to buy an extra buck tag anytime after first buck is killed)
No more than 2 deer killed in any one day
Youth cost would stay the same, but allow them to kill either buck or doe during youth season. Lower age to be eligible for youth license to 17.... because if you are old enough to drive yourself to the woods... then you are old enough to work and pay for a grown up license..... welcome tot he grown up world.

Combination License of 1) Hunting and fishing 2) Game bird stamp 3) Trout stamp 4) turkey License 5) Deer, 1 buck tag, 1 bonus tag 6) waterfowl stamp All for $100. Extra bonus tag or fall turkey free if you have hunter ed. If you purchase combo add the following for... Extra buck $50, cannot be used in same season as first harvest. Bonus tags $10 Fall turkey $10 Youth license to 18, allow bucks in youth season. Add spring mushroom hunting on public grounds $10 if you don't have a hunting or fishing license. Keep all others the same, add 2nd buck tag for $100

I think that would be the most simple plan, maybe put a 6 point minimum on the second buck and bring back the lifetime license.

First off do away with weapon specific tags. 1. First tag good for 2 deer: 1 buck, 1 doe or 2 does - any weapon any season. $40.00 2. Bonus tags (first tag must be filled before these can be used): $15.00 doe, $35.00 buck - quanty allowed to be used to be determined either by county or set up zones. 3. Turkey: do away with the habitat stamp; 1 license for fall, 1 for spring make it revenue neutral. 4. Give us telecheck. 5. Either sex for youth.

What ever you figure you had better figure it with a OBR in mind. Indiana will never see a multi buck limit again,..... like one with archery and one with gun.
Also, the selling of deer tags is a VERY big revenue generator for our IDNR, so however you figure it, it had better generate the same revenue.
The simplest plan would be to sell one buck tag that is good for the entire deer season, extenting the shelf life of the buck tag "might" possibly encourage the deer hunter to hold out for a mature deer.......however they would still be able to take the buck of their choice. I can see selling the tag for 37.50
I can also see that same buck tag becomming an either sex tag starting with general gun season. This kind of equals out the tag value between archery and gun hunters......archery hunters get to use the tag during archery season and if they dont connect they can use the same tag during gun season. The gun hunter gets the luxuary of one tag to take one deer of either sex......first deer by!
I would like to see them sell bonus county antlerless tags for 17.50 EACH!
I would not like to see any changes made to the youth tag.
An annual "Sportsman License" would be a great idea......but at what price?
Remember, the DNR has to generate at least the same amount of revenue each year to survive.

1. The first tag would be for two deer, a buck and doe, any weapon. $ 40.00 or You could still buy individual tags for $24.00 if you only hunt one season. This would be an either sex tag.
2. If you hunt in a county that has a bonus quota of 4 or more than you could earn a second buck by harvesting 4 does only to be used in that county.

License / Tags for any & all deer no matter what weapon. Eliminate the road trips & hassel of check stations with the more convienent TELE-CHECK.

I am not a land owner, but just curious why you would make landowners pay for a tag to take a deer off of their own property? Me to. I feel the property taxes I pay should allow me to have the exemption. I hunt more than my land so always buy tags anyway, but the exemption is an appreciated gesture.

Like I said my family are landowners also so it would hurt them some to. My main reason is all the guys who cheat using landowner tags, seems like everyone with a 10 acre yard with more than an acre of woods is tagging deer and turkey on landowner tags. From what I hear people talking about this is the biggest poaching problem in rural areas.

I am not against Tele-Check, I just want to know how it will be funded.
I don't have a bit of a problem with a REAL landowner, who lives on that land, taking deer on their OWN property under the landowner exemption.......the problem lies with how the land is deeded.
If the land is deeded to a corporation then there should be no exemption because the corporation then owns the land. I don't think any renter or tenant should be allowed the exemption.

We have telecheck here in Kentucky and it is convienent, but it also opens the door and makes it easier for the guys who want to cheat by not calling in a deer or calling in a buck as a doe, etc. If you have to take the deer to a check station where other people will lay eyes on it you remove some of the temptation.
We also have the one license for any season permits and I really like that instead of buying multiple tags like when I lived in Indiana. When I lived in Indiana I always bought an out of state license for Kentucky and I could hunt any season I wanted. Now that I live in Kentucky I never buy an out of state deer permit for Indiana because it is cost prohibitive to buy a license for each season. If you went to the one permit for all seasons system I would think you would see an increase in your out of state license sales which would create more revenue.

I don't buy it. It's just as easy to cheat with the system we have now. If they check a deer in with the wrong sex they will be given an incorrect number for that sex and the processor should pick up on that. If the processor doesn't care, or he butchers his own what does it matter what the guy does? Yes, I hunt KY so I'm familiar with and use the system. Heck the place I check in at just gives me the metal tag, the only time they come out to look is if it's a good buck. If the individual is going to cheat I don't care what system is in place.
