I know the Wildcat isn't on the navigable waterway roster, but can I legally float in a kayak and hunt birds on the water on the Kokomo reservoir and the Wildcat upstream of it, outside of city limits? There is "public" property around some of it, but I don't think it's a DNR property.

Contact the owners. If not dnr then is it county or city park?
Prarie Creek is owned by Muncie but is way out of town. Maybe same deal. No hunting on that lake either

Is there a dnr boat ramp? There are at least 2 boat launches and a few kayak launches. I can't figure out if the DNR actually controls any of it or not, but I know they patrol it. I think the reservoir is own by the city of Kokomo, but I don't know for sure. I've gotten different answers from different people. One guys says you can hunt it, others say you can't. I haven't been able to contact any government officials or DNR yet. Thought maybe someone one here had either hunted it before, or knew that it wasn't allowed.

Easiest way to find out is go out there opening day and open up. You'll either go to jail or you wont....
But if it was me, I would probably contact a local CO and ask ahead of time. Way Way ahead of time...

Answer from the local CO: The Wildcat creek is non-navigable, meaning you can float it but you may never touch the bottom or the bank without permission, so that's practically a no-go unless you get permission along a particular stretch. The reservoir and stretch of creek upstream to the 213 bridge is owned by American Water Co, and while technically private, they allow fishing, hiking, and kayaking by the public, but any kind of hunting anywhere on their property is strictly forbidden.
