Does a person need a valid fishing license to fish in a pond owned by a city? If so, does the State set size/bag limits or does the city?

State regulations do not typically apply to a pond owned by a private entity, in this case the city. However, a government entity, such as a city, may pass a local ordinance stating that the state regulations apply. in such a case, the violation would be under the local ordinance and not under the state statute or administrative rule.
