There is a guy across the county who planted about 3 acres of sunflowers in strips, he has since mowed them down and attracted some birds. He said he was going to broadcast wheat on the dirt where the sunflowers was for erosion control, if people was to hunt over that would it be baiting? Even though it is normal agricultural practice, it gets to be a very grey area and I was just curious. Everything I’ve read stated if it’s normal practice and for agriculture you was good, just as long as there wasn’t a bait pile?? Am I correct?

As long as the practice is a normal agricultural process it is not considered baiting. The mowing under of a crop is a manipulation but an exception for hunting doves over a manipulated field has been allowed.
