When I filll my tag for an urban doe and am able to harvest my earn a buck can I still harvest a second buck outside of urban zones? Basically a person that has an urban hunting spot has the ability to harvest an urban buck and a state buck?

You have to take an antlerless deer under the urban zone as a prerequisite to taking an antlered deer in the urban zone. The urban zone limits are in addition to the statewide bag limits.
