Is it legal to place a feeding or mineral site on public ground?
In my thinking, that could open up a lot of possibilities of unsuspecting people hunting over bait.

If that was conducted with the knowledge and approval of the property manager, it would NOT be considered an illegal activity.

It was brought to my attention that I left the word "NOT" out of the posted response above. I have corrected that an appreciate the assistance. (taking time to proof read can help on my part).
Just to be clear, the correct response should read,
Anything placed on public property should be done with the knowledge and approval of the property manager. If the approval is not given, the conduct would be an illegal activity.
