After reading about the legal use of snares for trapping, I'm still unsure of legal use. Only being legal to use on your own private land or with written permission from the land owner. Would they be legal to use on public land that allows trapping or with permission on a government(federal or state) ground with a managers approval?

They can be used on private property if you are the landowner or if you have written permission of the landowner. They could only be used on public property if you had written permission from the owner and I do not know of any properties that have or will give permission.
(g) A person must not use a snare to trap a wild animal except upon land owned by the user or with the written permission of the landowner.
