Since it seems that the centerfire rifle proposal might be a dead proposal, now I'm looking into a centerfire handgun. I am a bit confused as to what exactly a legal handgun is. The e-regs state:
Handguns, other than muzzleloading, must have a barrel at least 4 inches long and must fire a bullet of .243-inch diameter or larger. The handgun cartridge case, without the bullet, must be at least 1.16 inches long. Full metal-jacketed bullets are not permitted. The handgun must not be a rifle that has a barrel less than 18 inches or be designed or redesigned to be fired from the shoulder.
That's pretty straight forward. BUT, I see no max barrel length. (how is the barrel length measured?? i.e. is it just the barrel or does it include a muzzle brake if one is on the handgun?) In other words, if the maximum barrel length is say, 14" would screwing a 2" long muzzlebrake onto a 13 3/4" long barrel make it illegal to use?
Reason for asking is this. I want a handgun that has multiple shot capability. I'd prefer a bolt action. I'd prefer a bolt on the left side of the gun. So, that leaves the Savage Striker or any other bolt rifle in left handed configuration. I would change the stock so that it could NOT be shoulder fired, effectively changing the rifle to a handgun, correct?
Is there a maximum barrel length for a handgun, or a maximum total handgun length?

The Administrative rule does not state a maximum length of the barrel for a handgun.
