Can anyone help me find a link to the rules and regs for building a duck blind on public waters? Or anyone have a good idea of them?

Technically you can not build and leave a blind on public land. If you talk with and get permission from the property manager, you might be able to. I can tell you that if you secure permission to build blinds, they will be used on a first come first serve basis. So just because you built it doesn't mean you get to hunt it.
