The telephone number is 1(866)671-4499, the voice is a computer generated female voice which is very difficult to understand and when she gives you the HIP number it's very quick so you may need to hit the repeat number several times.

Boilermaker beat me too it, the server didn't want to let me in. You can register for the HIP # online, its very easy.
An FYI, if you look at your 12 digit HIP # from years previous to now, you will notice that the last 6 digits will be the same each and every time (at least this is how it has been for me the last five or so years). The first 6 digits represent the date that you registered in the following order: YEAR MONTH DAY. For instance if you signed up last year on August 11, and the last 6 digits of your HIP # were 123456, your HIP registration # would have been 130811123456. If you sign up on the 8th of September this year, the number would be 140908123456.
So if you are having trouble hearing the computer generated voice over the phone and don't have access to the internet (this shouldn't be a problem if you are reading this), just look at last years' number and record the last 6 digits and then add the year/month/day to the beginning of this and you should be good to go.
