Horizon Marsh in south-east Wisconsin may be the answer. It's about four hours from Indy, it's first rate for waterfowl, and there were a few pheasants in the area the last time I was there. You may need to get permits for access though.
I've pheasant hunted Clinton Lake and Lake Shelbyville in central Illinois for years. I can tell you from first hand experience pheasant numbers are now incredibly low and you have to consider a bird in hand as a trophy. Everyone knows Illinois is in economic straights and their DNR has suffered considerably, which means there has been little to no habitat management on public ground for about five years. The pheasants have plummeted. I hunted Clinton Lake one day last December. Though I had thousands of acres to myself, I only managed to move one rooster and three hens on ground that I'd have moved dozens ten years ago. The waterfowling, however, can be incredible. Both are about two and a half hours from Indy. You need a free site permit for each from the Illinois DNR website for access to both places. You have a chance at waterfowl and pheasants at both sites, but you'll need some luck and good boots for the roosters.

I love Wisconsin, but mostly the top 3rd. I use to snowmobile and Wisconsin was my favorite place. Never been there for hunting. I'll check it out.
