3 years ago I brought 2 deer back from Wi., and had to scramble to find another processor because he said he couldn't do them. Fast forward to today.
I was in there today getting my doe registered and cut up and asked him if he could process out of state deer now. He told me that he was told by the local CO that he could not process out of state deer last year and again this year. He called down state last year and they said that he could. He's in a quandry now. He doesn't want to be written up by the local CO, but at the same time he doesn't want to turn away business either if it's O.K. for him to do it.
If it's legal for him to do it (he's a licensed processor), what is the statute that says he can do it?

The way I read the administrative rule posted below, the processor must maintain certain records and one of those is "the state or province the animal was taken in." I do not see anything prohibiting the processing of deer taken from another state and the rule actually requires the recording of the state. I do not see where he is restricted.
312 IAC 9-3-10 Commercial processing of deer
Sec. 10. (a) A person who receives deer for processing and charges a fee must maintain accurate daily records of the following: (1) The dates deer are received and disposed of. (2) The name and address of the owner of the deer. (3) The state or province from which the deer was taken. (4) The official tag and seal number or certificate of ownership number. (b) These records shall be retained by the person or persons responsible for preparation or maintenance for at least eighteen (18) months following that preparation and must register with the department annually. (c) A law enforcement officer may enter premises used for deer preparation at all reasonable hours to inspect those premises and the daily records required under subsection (a).
