Three weeks ago, I purchased an on-line fishing license and thought I was good to go for 2012. I just got a new billfold and was putting my things into it when I looked at my new license and was surprised when I saw that it was already expired! It appears that I was sold a license that expired 10 days later. Do I have any recourse or am I stuck with this worthless piece of paper?

Unfortunately, I do not have any good news for you. legally you had to have a 2011 license to fish until March 31. from April 01, 2012 to March 31, 2013 you will need the 2012 license. You could always contact the Division of fish and Wildlife and speak with someone there. It is not our area of expertise. If you were able to show that you had already purchased a 2011 license last year and the date on you new license is just before the expiration date, you may have an argument. Let me know how it turns out.
