Could you please define "area"?
That is the part I am wondering about. Does area mean a certain distance from the site? The entire property? The entire county? State?

The term "area" has not been defined in statute that I was able to locate. The best rule of thumb to use would be to consider if the 'bait' caused or a high likelihood that the bait would cause a deer or turkey to pass by the hunter while going to or from the 'bait'.
The best practice that a landowner could take part in would be food plots on his property that would not only benefit game species but also non game species. Food plots are legal because they are not removed from one location and placed in the area for the sole purpose of hunting over them. Food plots also do not have the disease and other factors contributed to the spoilage of items typically used for 'bait'. This practice does not require the removal of anything prior to hunting.
