Howdy, if a safety zone is marked on public land marking with red on trees , can the private landowner hunt his own property if it is designated as a safety zone? saw this yesterday at bear lake when in woods , the land owner was on his property inside a marked safety zone?

The safety zone should should have only been marked on state property.
