Buster, would it be legal if a person was to put three empty shells in his gun as a plug, don't want to get in trouble, and the reason for asking is there is no plug available for my gun.
No. The plug must be a one-piece unit, removable only by disassembly of the gun. You can make your own by cutting the right diameter wooden dowel to the correct length of your magazine tube.
