Ok Buster, got another question for you. Thanks for the response on the spotlighting question. And no I didn't bet on that one!
If a person was to bury a 10 gal. iron kettle up to the rim and fill it with water would this be considered as baiting? I personally think it would but deer do not eat water they drink it. What do you think? Thanks.

If it is placed there for consumption (and it sounds like it is), it is illegal. The law addresses bait in liquid form. Obviously, with this year being quite dry (drought), water could be a premium resource with significant pulling (baiting) power.
