Texas Legislature Considers Dog Tethering Bill
Texas sportsmen are facing yet another battle over their hunting dogs. Despite already facing a “puppy mill” bill and mandatory spay/neuter bill, now there is an anti-tethering bill making its way through the legislature.
The measure, Senate Bill 634, sponsored by Senator Kelton Seliger (D- Amarillo), would prohibit keeping any dogs outside and unattended in an enclosure of less than 150 square feet or in any restraint. This would devastate sporting dog kennels who regularly keep dogs in outdoor kennels.
The bill includes exemptions for those actively engaged in, or training for, hunting activities. Unfortunately, these exemptions do not go far enough in protecting sporting dog owners when they are not afield.
SB 634 received a hearing on Tuesday, April 21, 2009, before the Senate Criminal Justice Committee.
