Looking at an 04' New Holland 65HP tractor and thinking about purchasing it. It has 3800 hours on it, was at a dairy farm.
Is that a lot of hours? If it was properly maintained, how many hours should a motor like that last before needing a rebuild?
Any tips, or things I should look for,ask about?

Most owners should have service records. Ask and see what they have. If the oil and filters have been serviced regular then it should be alright.
When I worked on semi's we did a major overhaul at 350000 miles which transfers into around 5800 hours. I'd call a New Holland dealer and ask them how many hours they recommend before an overhaul.
I got a 63 International 504 gas tractor and the hour meter been broken for over 15 years now. I change oil in spring and fall and grease it several times a season and she still runs strong. h.h.

Hydrostat or gear transmission?
First thing you need to find out is how many people operated it. Chances are that several people have ran it, and if more than one or two of them were part-time "helpers" that won't be a good thing. You don't want a machine that has been 'ridden hard and put away wet', so to speak!
Ask for maintenance records- i.e.- when the oil was changed, filters, etc, etc. I assume it has a loader? Check the bushings as best as you can- if it was well greased it will be obvious. Ask about the fuel source- if it was consistent you'll be OK, but if for some reason they switched back and forth from off-road to on-road diesel it could be trouble in the injector pump seals down the road.
That's not a small tractor by any means, but it's definately not new with that many hours. Dad has had his Ford (now NH) 1520 tractor (23 HP) for over 15 years, and IIRC, it has about the same number of hours on it. The engine itself still has a lot of life, but other things are starting to need attention. Injector pump seals, loader lift valve, muffler, etc. For comparison, the tractor at work is a JD 4300 (~30 HP), about 7-8 years old and has less than 800 hours on it.
Unless it's in good condition with maintenance records and is a screaming hot deal (I'm not even sure what price that would be though), I'd probably have to think pretty hard on it based on what you've said....
