I have a 1993 Honda 300 Four Trax That I bought used in 1996.
This quad has never been registered. [still runs great by the way]
IC14-16-1 states that ATV's purchased after Dec. 31, 2003 have to be registered.
Am I legal to operate my ATV along the shoulder of a public road?
or public property where riding an ATV is legal?

You must have a registration to operate on public property (including the non-travelled portion of a roadway), regardless of when your ORV was purchased, or what year your ORV is. Those purchased prior to Dec. 31, 2003 had an option to register......they needed registered if they were going to operate on public property. As you stated, currently, you must register if you obtain it after Dec. 31, 2003, regardless of where you intend to operate the ORV.
