I've submitted for a State Park draw (Dunes) every year it has been offered, yet haven't gotten picked. Yet I know guys who get drawn every time.

Could it be that I'm being DQ'd because my HE cert is 24 years old and from Wyoming?

No, any state certified hunter ed certification/card is valid for IN hunters so I seriously doubt that you are being DQ'd. Sounds like you may have ticked off Lady Luck! My hunter ed card is 20 years old as of this year, and I still occasionally get drawn for a few hunts.
