I own property bordered by the Eel River in Clay County. Unfortunately, the County has NO zoning ordinances and the land owner to my immediate North has pulled a trailer in on his land for a week-end camper. The problem being he just throws all his beer cans, paper, garbage, etc. in a pile on the river bank. He waits for high water to clean his property, and of course most of it goes into the river, the rest onto my property. The county won't do a thing about it. Can DNR enforce a dumping regulation of any kind. Pollution laws? Help me!

Contact our district office and leave a message for officer Paul Harden to call you. He is the conservation officer in Clay Co. It will be tough to make a case on someone that is causing the litter to be dispersed that way. However, officer Harden may be able to speak with the owner and let him know that he is reponsible for his refuse even if the water carries it over on to your property.
