A guy at work was charged with a felony( Habitual Substance Abuse Offender) and says when he gets off house arrest in November he is going deer hunting with his shotgun and Muzzleloader. Question is can felons possess firearms and are they allowed to hunt with one?

No, your co-worker will be breaking federal and possibly state law, depending on what felony he was actually convicted of, by possessing a firearm as a convicted felon. There are some muzzle loading firearms that are not considered to be "modern firearms", see Green Deem's answer on this subject. There is not an exemption to possess a firearm to hunt with. He should ask his probation officer, he may already know the answer and chooses to ignore it. We do and will continue to check for felons carrying firearms.
