I was wondering about the legality of using pen raised game birds out of season for training and dog work.
Also what if any permits would one need to raise gamebirds for personal use, not sale?

In order to take quail or pheasants you would need a Dog Training Grounds permit. There are several stipulations to this permit, such as marking the land with signs, marking the birds, size of land and proximity to a dnr property.
To raise the birds you would need a Game Breeder's Permit.
