My E-Mail to the Indiana Wildlife Federation
Dear Sirs,
I just read that John Goss has been inserted as the new Executive Director for the Indiana Wildlife Federation (IWF).
Is this not counter productive to the position of the IWF, in regards to their position on High Fenced Deer Hunting?
It seemed that Mr. Goss could not come to a decision on this issue, when he held the position of Director of IDNR.

I would hope that you will give me a chance to prove my commitment to IWF.
In 2002, as DNR Director, I issued an emergency Director's Order placing a moratorium on the issuance of any new game breeders licenses. The deer farmers went to legislators and asked that DNR authority to regulate captive deer be completely removed from DNR and transferred to the Board of Animal Health. Rep. Friend sponsored this bill and it passed the House 85-14 taking away all DNR jurisdiction. I then convened a group of legislators and proposed the study committee to try to craft a compomise. This was accepted by Rep. Friend and Senator Garton and a truce was declared to allow the study group to work. Over the course of the next 18 months, this group tried in good faith to reach an agreement on high fenced hunting rules. In the end, there was a complete breakdown due in large part to the refusal of the deer farmers to compomise on any issues, but primarily they held out for 80 acres.
In the summer of 2004 and the middle of an election for Governor, the administration requested that DNR not take a position on the issue until after the election. I complied with that request. We lost the election and now you have a DNR Director who is pressing for the permanent ban. I support that strongly. I have convened a group who are planning the legislative strategy for this session. I have met with Kyle Hupfer to coordinate the support for the DNR rule. I hope this gives you some more background on why this has taken 4 years to play out. I would be happy to talk with you if you still have any concerns.
