I understand from a couple posts on FB of boaters that were there it was a group on a pontoon boat. They were jumping in (on a dare?) and the wind blew the boat away from some of the jumpers/swimmers. Other boaters came to their rescue and plucked some out of the water. These two didn’t make it.

Here is what one poster on FaceBook posted.
…..it was a double deck boat. 10-15 people in the water for approximately half an hour. They got spread out into 100-200 yard area and couldn’t get back to the boat from the wind. A pontoon and jet ski managed to save all but 2 and they was not wearing life jackets. Multiple boats and jet ski, including myself, was on scene prior to DNR / rescue boats arriving
