What country can U.S. citizens go to illegally and expect to receive the same benefits, representation, liberties, etc. as the legal citizens of that country?
I’ve asked that question many times before and have yet to get an answer.

If the illegals were all voting Republican the Dems couldn’t get the wall built fast enough..

We had a discussion long ago, that got locked for getting too contentious.
Hopefully, this doesn't go that far, but non-citizens do have some rights under the US constitution. Not all obviously, such as the right to vote. You may disagree with that or think it shouldn't be the case, but it is.
In terms of population counting for legal representation, based on the article it sounds like that isn't settled case law so that's a separate issue.

I’ve asked that question many times before and have yet to get an answer. I would point out that illegal immigrants do not have the same benefits and liberties as citizens in the US. Additionally, what's the relevance of how other countries operate? If you believe in American exceptionalism, by definition wouldn't we be doing many things differently than other nations?

People should get some kind of US Government permission to enter this country legally. I'm totally against illegal aliens. Now if our F18's could just catch and shoot down their super speedy space craft we could put some of them in jail. I wonder if they could survive in our atmospheric oxygen levels? They might get sick if they breath too much nitrogen or smog. Nanoo Nanoo. RIP Robin Williams.

I will go back to my standard answers on this topic.
If either or both sides of the aisle would have addressed the situation when either or both had control of all three branches of government, this wouldn't be an issue. To me, there is simply no reason why paying someone to illegally sneak you into a country is an easier and more readily available option than dealing with the red tape of that country to do it legally.
I see this, and I believe history supports my thoughts, as a political football that neither side wants resolved so they have a bullet point for their next election.
