There is more than one place doing this! Paying for silly programs when they could have hunters do it for free. Dumb! Yes. This is a state full of hunters looking for somewhere to hunt. Oh, I forgot, Bloomington is one of the most educated towns in the state and all of the liberals know a better way to do everything. Silly me!

I'm trying to figure out how White Buffalo was able to get a contract for the CHAP program, as the owner is not a resident and not a CHAP coordinator, as far as I know.
It would be no wonder White Buffalo would put little effort into recruiting local hunters because night hunting sniper-style with their buddies is their thing.
Gonna do a little asking....

A while back I heard that they were going to do a second cull but at the time I saw no mention about recruiting local hunters. It's ironic that this thread was started because just last week I heard that the cull was cancelled because they couldn't get enough people to participate. Before that I just assumed that they cancelled the sharpshooters to save money or possibly because enough people raised a stink. I agree with arlowe13 , it is all making sense now why they couldn't "find" enough people to do the hunt. I don't imagine they tried very hard.

From what I can gather, the DNR was not going to allow White Buffalo to do the hunt unless they worked with a CHAP coordinator to conduct the hunt. My dad was approached to coordinate the hunt, but was not able to due to timing (my sister decided to get married in November, ugh). My guess is that no CHAP coordinator was able to work with White Buffalo and thus, the hunt was not able to be conducted. The CHAP program offers $25,000 per year to conduct the hunt, which tells me the neighborhood might have put up another $7.5k to pay for White Buffalo to do the hunt (this is speculation). My bet is that White Buffalo is hoping the neighborhood will just give in and pay the whole $32.5k to White Buffalo and not use the CHAP program.
What I am wondering, is how WB is getting around game laws to conduct the hunt at night and with baiting. The DNR would have to approve this, no? If so, the DNR could essentially block WB from doing the night hunt (which is basically what the CHAP program was supposed to accomplish).
It's all muddled and probably some back-door dealings that we're all not aware of, but the CHAP program is doomed to fail if the DNR isn't willing to bend a bit to help the neighborhoods/communities come around to the idea.
