The home we purchased in New castle has 2 lots, one of which used to be a parking lot. There are several inches, perhaps a foot, of crushed stone that was added over the years. Cost of removal or covering with top soil is prohibitive at this time. I'm looking for ideas for ground cover that will grow there.
Suggestions appreciated.

How big of a space are we talking?

That is hard. Weedy plants are about it. You could advertise free stone and see if anyone would do the labor of digging it out but then it would be uneven and hard to mow. I would work on covering with dirt.
If there is a cattle farm or horse farm maybe you can get free "dirt" from them a truck at a time. Couple inches would do it
