can anybody tell me why they changed the rule about putting deer stands out on september 15 instead of the 1st and why noon

Unless you are setting up in a very popular area where game officers are known to frequent, don't worry about it. My group hunts a remote area of a southern county and we NEVER remove our ladder stands, and I mean never. Mainly because of the required effort. I have a stand that has been in the same tree for nearly ten years. I replace the hardware every two years and the straps yearly.

Hell I have a stand that I'll have to cut the tree down to get back after being up two years cause the tree grew around the back of my stand... Never knew trees could grow that fast!
