I will be wearing it Sept. 27-28 during youth deer season for sure, no matter what I'm hunting.

The Nov 1 date makes sense to me and IMHO it's not related to the deer firearm season alone but any season that requires hunter orange.
Since the upland small game seasons begin Nov 1 where orange is mandatory at all times and often squirrel hunters and other small game hunters hunt the same type of habitat, mandating squirrel hunters do so as well will insure ALL hunters in the fields are then visible to all other hunters, regardless of the game they seek.
God Bless

Down here in Ky, Squirrel Hunting stops for a few day during our rifle season. All Squirrels or Rabbit & Quail Hunters are required to wear Hunter Orange during Modern Rifle & Muzzleloading Deer Season.
