I don't know about first snow, but I've hunted in the snow plenty and haven't noticed a slowdown in deer movement. Unless it's a blinding blizzard, that is.

First snow a few years ago I shoot an 8 pointer with a broken g2 this was during muzzy season...I always hunt the first snow I think the deer move more especially right. Now with the rut kickin in and they can't really hide well with white stuff on the ground

Up here in the lake effect snowbelt (LaPorte cty) I think the deer movement picks up. May just be the added benefit of seeing better and seeing tracks and trails easier but I have never noticed a slow down in movement. Unless as said a blinding storm, but I have seen them move in that too.
