It's just another law to give the DNR an additional tool. What is really needed is a law that makes it illegal to dump any dead animal carcass without permission meat or no meat.

I think it was last year someone found some breasted out geese carcasses beside the road and the news thought it was some Satanic worshippers mutilating geese..

I think that wasting perfectly good meat is plain wrong, especially when there are food banks to donate to, but don't necessarily agree with making it a crime. Dumping on somebody else's property or the road, yes. Throwing out meat from game you legally harvested, no.
I have shot deer through the shoulder before, and a shoulder doesn't look very appetizing after a 12 gauge slug goes through it. I've also killed 2 different bucks that had old, infected wounds, making part of the meat inedible. Now the article says it will be against the law to discard meat "fit for human consumption." But if the CO finds the carcass 3 or 4 days after you dispose of it, it will be pretty much impossible to tell whether or not it was edible when you dumped it. Same thing if you lose a deer for a couple of days and the meat spoils. Or if it looks sickly and you don't want to chance it.
You can't legislate ethics; but then again this is Illinois, and I don't think that's really the goal here.

I think, at least in the area of IL that I hunt, there is much deer poaching going on. I reported a dumped buck last year over in IL. It was obvious to me that whomever did it had a systems down. There were holes in the back legs where you would typically hang a deer, the head was cut off and it was dumped along a dead end county road. I suspect it was not shot there only dumped there. I have seen some additional suspicious activities over there as well. This is a good law to have as it gives them some additional penalties to throw at the scumbags when and if they catch them.

Wanton waste laws.will slow down an aggressive doe harvest program. Parts of some game animals are just not desirable to eat and take up freezer space just to be discarded at some point in the future.

It shall be unlawful for any person having control over harvested game mammals, game birds, or migratory game birds for which there is a bag limit to wantonly waste or destroy the usable meat of the game, except this shall not apply to wildlife taken under Sections 2.37 or 3.22 of this Code. For purposes of this subsection, "usable meat" means the breast meat of a game bird or migratory game bird and the hind ham and front shoulders of a game mammal. It shall be unlawful for any person to place, leave, dump, or abandon a wildlife carcass or parts of it along or upon a public right-of-way or highway or on public or private property, including a waterway or stream, without the permission of the owner or tenant. It shall not be unlawful to discard game meat that is determined to be unfit for human consumption.
Should have just made it illegal to dump within so many feet of a public roadway, waterway or on private property without permission and left it at that.

It at occurred at least two or three years ago up in Naperville, IL - a richy suburb west of Chicago. I cut out the story and stuck on it a co-worker's cube that was born in Naperville. He got a kick out of it, and it's still in his cube. :-)
