I don't understand the "dawn to dusk" portion of the rule. The lake my family has a cabin on has tons of carp but we rarely see them moving into the shallows until after dark. But after it gets dark, we have TONS of carp in the channels and shallows and it would be nice to be able to shoot them with a CROSSBOW. My garden could use more fertilizer.

It is my understanding that crossbows will be allowed to take these rough fish on lakes and rivers/streams. It is also my understanding the the portion excluding their use between sunset and sunrise on rivers/streams will be changed to reflect the same guidelines as lakes. Someone just needs to sound off in the comments section or at a public hearing to get it on record. Not sure why the limitation for the rivers and streams was ever put in there.
