If DNR (DFW) can not EASILY segregate NONRESIDENT and NONHUNTER submissions with the current online deer survey I would suggest that the survey be cancelled. One of my suggestions in a 2008 letter to DFW was that they evaluate the initiation of a unique Hunter ID number for each licensed hunter. This would, I believe, make it much easier to validate survey responses and minimize "multiple voting" or other "violations." It could also be used effectively in administering drawings for special hunts, etc.
I do not know how many states have assigned permanent Hunter ID numbers. Colorado is one, and they have used it for several years in their record keeping system for residents and nonresidents in their applications for drawing big game licenses. I believe Colorado calls it a Customer ID number.
Perhaps assigning permanent Hunter ID numbers could happen in Indiana during implementation of a Telecheck system? I am certainly NOT proposing that ALL deer hunting in Indiana be done through a drawing system. I am just suggesting the potential that a Hunter ID number could be utilized to help keep much better track of deer hunting success in Indiana, could be used to more effectively administer drawings and surveys, and could perhaps aid in hunter recruitment and retention.

Wyoming and I believe Utah are states with an ID system. I think it is great that the DNR is taking our input but I am disappointed in the lack of control...leaves some doubt in my mind about the results.

Wisconsin and Michigan also assign sportsman numbers.

I definately think they need to do something different. This survey will not be a useable tool IMHO.

My suggestion to the IDNR is pull this survey and use what input that we all gave back last year as a guidlines. That is what the TRUE Indiana deer hunters wanted.
