Can a non resident youth hunt with a landowner without a license?
Also can a youth family member hunt with out a license if they are from out of state on my land ?

The answer to both quesitons is no. Only the landowner, his spouse and children living with them are exempt from buying a license.
Non-resident youths must purchase a non-resident ($120 for turkey NR and $6.75 GB stamp) license, UNLESS they are under 18 years of age AND have a parent or grandparent that are IN residents. Then and only then, may they purchase a youth consolidated hunting and fishing license
