Here is my idea:
1. All antlerless tags are free for two years.
2. Buck tags are double during that period but are any weapon.
3. Each county has one centralized check station where all firearm deer must be checked in. Each station will have trained volunteers that will age every deer that is checked in. In addition, they will rough score every buck and have a county average for age class. The area biologist will take this data and will also spend some time in each county. At the end of the year they will develop a plan for each county to improve the deer herd.
4. Landowners will be given tax breaks for allowing public access to their land. They will have a choice to the types of species that can be hunted and there will be a tiered system based on access.
5. New season to be added will be an early muzzleloader season, crossbows after the third full weekend of bow season, and a late primitive weapon antlerless only.

Good suggestions, but that takes LOTS of money.
Especially number 3.

Just my opinion on #3..Let's see,I shot a doe saturday, and had to drive further than what I used to since we lost a couple check in stations over the summer, but anyways, most of ours here in Lawrence county are gas station/mini marts..It took darn near 15 mins to check that doe in,not to mention the customers gett T'd off.I couldn't imagine having just one check station in a county since most deer are taken with a gun who wants to spend hours waiting in line.I'd rather have the telecheck system..

Telecheck could work if everyone would send in the other information with the lower jaw bone so the deer could be aged.

One centralized check station?? Nope, don't want it.
Putnam County is the 6th largest county geographically in the state. To get to Greencastle from our house isn't a big deal, but it's still a 15 minute jaunt. There's a checkstation 5 minutes away, and another 10 minutes from our house. Now, if I was hunting in one of the corners of the county, I'd be looking at a 25-30 minute drive. As it is right now, it's a major PITA to check in a deer in Tippecanoe County, especially on a Purdue home football game day, since the two main check stations are in town.... I'd rather load it in the truck and check it in on my way home coming through Crawfordsville.
If there's only one check station in each county, you'll loose hunters, simply because of the inconvience. Harvest figures would go down as well, due to more hunters not checking in deer that were otherwise legally taken.

i dont really like idea #4. being a farmer and my family owns quite a bit of land we dont want it to be public. we have enough problems running poeple off that think that it is. landowners shouldnt have the goverment telling them what to do with there land anyway. i like idea #5 about the early muzzleloader. have one like kentucky only a few days long

Believe the suggestion was tax breaks for those that voluntarily allow hunting not a forced opening of private lands.

I don't like #3 , it's nobody's business what the rack scored unless the hunter wants that data made public , and has zero to do with herd management . If the county biologist wants data they can prowl the check stations and ask to see some deer . I don't have any problem with the rest of your suggestions .

6. Make Hunter's Ed and a gun safety class mandatory in all schools.

I think that the giving away of antlerless tags would put an undo amount of stress on an already stressed DNR. Central checking would be bad period, nothing but a huge snafu with a hurry up and wait attitude. Like boot camp get there an hour early so you can stand around and wait. Weekends would be a mess. #4 would lead to under the table leases. #5- Good idea.
