Don't know Iowa's regs, but if they're like Indiana's, then he had the option for depredation permits... I think the reality is he wanted to set up a test case in court, otherwise, why stop with one deer? Obviously taking only one animal isn't going to have any effect on damage to his tree crop, and the fact that he reported it to DNR indicates he wanted to stir things up with them, or else he could have just disposed of the carcass...
I predict he will lose in court and that will be that....
