What is best method / chemical to kill unwanted phragmite reeds around perimeter of my pond, many of which are in standing water. Obviously, still want to be able to eat the fish.

You have a couple of options. 1) Any herbicide that has glyphosate in it that is rated for pond use. Shore-Kleer, Rodeo, Aquamaster, Eraser AQ, Touchdown Pro, AquaNeat, Refuge.
2) Any herbicide that has Imazapyr in it and is rated for pond use. Habitat, Arsenal, Polaris.
I would recommend mixing a non-ionic surfactant in the tank mix at the rate of 1 fl. oz per gallon of tank mix. You can use Cygnet Plus or Cide-Kick. I really like mixing in about 8 fl. oz. of concentrated pond dye per 25 gallons of tank mix so I can see where I sprayed. The dye that I use is STRONG and you will look like a Smurf if you aren't careful. The dye, if put in a pond to turn the water blue, has an application rate of 32 fl. oz. per 4 ac/ft of water (1,303,404 gallons).
On the herbicide, follow the label recommendations for application rate. As you know, too strong of a mix (this includes the surfactant) and you will shock the plants, causing them to stop the uptake of herbicide and it will be wasted. Too little and the risk of developing plants with a tolerance for the herbicide is a possibility.

Anytime. The Glyphosate will be the less expensive option, but it's not as sure of a thing with one application as Imazapyr. Imazapyr has a higher translocation rate too.
