Banning the interstate transport of live catfish (as was requested in the proposal) would have stopped the stocking of catfish in farm ponds. I know of no large scale catfish farms here in Indiana. I'd say 90% of the live catfish that moves interstate are fish smaller than 13". It takes approximately 1.5 years go grow a catfish from fingerling size to 2#, which is market size, so a lot of catfish for market use could be grown in ponds.
I don't stock any wild caught fish, all the fish that I stock are grown in production ponds, even the minnows.

It bans shipping Indiana fish to other states. "(f) An individual, possessing either a commercial or sportfishing license, may not take any live catfish longer than thirteen (13) inches caught in Indiana waters across state boundaries. " Doesn't say you can't bring fish from other states here.
