Where do I find the specific requirements or ordinances that say what equipment is mandatory for their use on public roads for Starke County, Indiana? Or is this a question that I should be asking of the Starke County, Indiana Sheriff Dept?
While the map that you posted is helpful about saying whether it is legal or illegal, there are no specifics in regards to what is required equipment on the ATV/UTV to operate on the public roads.
i.e.
Insurance? Helmet? Stop, turn, headlights, tail lights, horn, etc?
If the ORV/UTV is capable of driving the minimum posted speed on the roads, for instance, say on highway that has a minimum of 45 mph, then is it legal to drive one on it? Say Route 30 where the minimum speed is 45 mph and the speed limit is 60 mph. If the ATV can co 55-60 mph, is that legal to drive on it then?

The individual county writes the ordinance to govern operation on the county roads. The county ordinances would be available through the sheriff office or the county commissioners. While the ordinances may be similar, there is enough of a difference that we do not maintain those ordinances due to not knowing when and if changes are made at the county level.
