Due to the regulations that were passed pertaining to deer high fenced operations, the DNR will not (at least for 2016) require people or businesses that move and sell fish to have a Fish Haulers Permit. The Aquaculture Permit is still required to sell Triploid Grass Carp, and the requirement is still in place for said seller to physically place them in the purchasers pond, but no permit is needed to physically move or transport live fish in Indiana for 2016.

Randy Lang said that it was the passing of the deer proposal i.e. making the deer a domestic animal that was the driving force behind it. I'll see if I can find his answer.
Nope, I deleted it.

I thought the deer ruling was for farm born/raised animals? Does the no fish haul permit only cover farm raised or all fish?

I believe there's a difference between a "Fish Haulers Permit" and a "Fish Stocking permit"....

I believe there's a difference between a "Fish Haulers Permit" and a "Fish Stocking permit".... Well, yes and no (I think). The fish stocking permit applies to public waters, not private, i.e. waters that has state owned fish in it. I only have to send a quarterly report to the state for stocking triploid grass carp in private waters. I do not need to apply for any type of permit to stock private waters. Since I don't deal with public waters, I don't know what is required. A fish haulers permit applies to both, but is not needed in 2016. throbak, I sent you a PM.

Senate Bill 195 was passed by the full Senate last week. This bill returns authority of all privately held wildlife back to DNR with the exception of cervids (deer). When this becomes law I believe the current fish haulers rules will once again apply.
This will likely sail through the House as it did the Senate. I think this is part of the trade-off for permitting the high fence operations.

Thanks Jack. I'll keep an eye out on the mailbox for any updates from the DNR. I sent throbak a copy of the letter that I got from the DNR about the Haulers Permit.
