So if you have a herd of deer you can allow "hunting" anytime? Same for quail, pheasant etc?

Good. If it's privately owned, it's no longer "wild" in my book.
I manage private ponds. If purchased fish were treated as "wild" and the fishing regulations were applied to ponds, managing them would be impossible, and I'd have to find a new line of work.
If there is a paper trail on the animal, and it is owned, then it's not a wild animal and should be treated like cattle or other livestock.
OTOH, I think any antlers from captive "not wild" deer should be permanently marked as such and not able to be entered into any record books, etc.
