It happens. Shouldnt ... but it does.
I wonder how an hour went by though .... either he was completely lost as to what was actually going on, the meeting just hadnt gotten to the actual subject yet (an hour in though??) ... or the meeting itself was a complete waste of time.

A competency test for voters would be more effective in the long run as it would weed out incompetent politicians.
