Several situations cause doe to develop pedicles and grow antlers. The causes include hermaphroditism, increased levels of testosterone, adrenal cortex tumors, and possible sharing of reproductive hormones in the womb between male and female twins.
They should dub ger "Medusa"!! I have seen 1 doe in my life with antlers, in person. Just like this one, due to the hormone embalance the antlers were all over the place.

Richard Lomas, a farmhand for George Knackmuhs, shot this 30-point doe on the late Richard Knackmuhs Farm. The deer, which features a non-typical rack, a drop antler still in velvet and no evidence of male genitalia, also does not appear to have ever given birth. One very similar to this was in NAW magazine years ago.....it wieghed 300 lbs and had big stumps with spikes going everywhere!

The father of a friend from high school shot a doe with antlers years ago. I don't think she had a crazy rack like that, but I do recall that they found testes inside while they were gutting her.

My former son in law shot a spike doe in Maryland back in the 90s. I know that a game biologist parts of it to study. It seems that you hear about 1 or 2 every year. But I ain't never seen one like pictured above!
Did it carry a man's wallet on a chain?
